Short answer

No. A community Level 99 Fix exists, but its Workshop listing does not establish that Sega corrected the unmodified Steam game. Preserve a separate save before pushing characters to the level cap.

Scope: Original Genesis game and the Steam community patch record. Official repair status across later releases is not established by these sources.

What the level display can hide

The Not-So-Ultimate Gaming Blog’s March 2014 account describes characters losing useful stats or acquiring inappropriate skills after further leveling at 99. The displayed level therefore does not tell the whole story. Its account includes Wren and Demi gaining statistics normally associated with other characters. This is a community analysis, not a published Sega code diagnosis.

Check the save before more grinding

For someone investigating an affected party, the useful comparison is the character sheet before and after leveling, rather than the level number alone.

  1. Keep the earlier save in a separate slot before doing more battles.
  2. Compare the same character’s stats and skills on both saves.
  3. If the values have changed unexpectedly, retain both files instead of overwriting the earlier state.

This preserves the progress already earned before the anomaly. It does not repair a character whose data has already changed.

What the patch record actually says

R9delta’s 2016 Workshop listing credits Sixfortyfive’s fix and describes a corrected upload after a saving problem. That is evidence of a community remedy and its own revision history. It is not an official Sega update notice. In 2022, Steam user PuppetPalMitch was still asking whether the release itself had been corrected.

What remains unverified

The checked records do not identify a final official fix version. For a particular release, distinguish the unmodified game from a community-patched copy and check the relevant release notes. Keep the pre-cap save until the character sheet and skills have been compared; a digital re-release alone is not evidence of a code change.
